Role of Training and Development Initiatives on the Performance of the National Housing Corporation in Tanzania

Abstract

This study investigates the impact of training and development (T&D) initiatives on organizational performance within Tanzania's National Housing Corporation (NHC). Despite the recognized value of Training and development in enhancing human capital, many Public institutions in Tanzania face challenges in systematically implementing structured learning and development programmes.  Anchored in the positivist research paradigm, this study adopts a quantitative approach and is underpinned by Organizational Learning Theory (OLT) and Resource-Based View (RBV).  These theoretical frameworks explain how learning, knowledge acquisition and strategic investment in human capital contribute to superior organizational outcomes.  A descriptive and explanatory research design was employed to capture both the current state and causal relationships between Training and development initiative and organisational performance.  The target population comprised all 76 employees at NHC headquarters.  Using Yamane’s (1967) formula, a statistically valid sample of 63 respondents was selected.  Stratified random sampling ensured proportional representation across five functional departments, accounting for intra-group homogeneity and inter-group heterogeneity.  Data were collected through a structured questionnaire and analysed using IBM SPSS Statistics 27.  Validity was assured through content validity and construct validity, while reliability was assessed using Cronbach's Alpha and composite reliability metrics. Inferential statistical techniques, particularly multiple regression analysis, were used to examine the relationship between Training and development and Organisational performance.  Findings revealed that Training and development has a statistically significant positive effect on performance outcomes.  The results affirm that Training and development is a strategic tool for enhancing employee capabilities, service efficiency and Institutional competitiveness in the public construction sector.  Practically, it offers insights for policymakers and human resource practitioners on how tailor and sustained Training and development initiatives can drive tangible improvement in public service delivery.
