Abstract

This study examined the transformative role of Human Resource (HR) technology in improving workforce efficiency and service delivery at Kigoma Municipal Council. By addressing challenges like inefficient payroll systems, HR technology offers opportunities to modernize operations, enhance decision-making and boost employee performance in public sector institutions. The study employed a quantitative research approach to assess the adoption and impact of HR technology at Kigoma Municipal Council. Focusing on automation and data analytics, the study used 222 respondents out of 500 assessed population who were selected using Yamane’s formula. Sampling techniques included simple random, stratified, and purposive sampling to capture diverse perspectives from HR staff, IT personnel, and HR Manager were employed. Data was collected through structured questionnaire and analyzed using descriptive statistics such as means, percentages and standard deviation with the help of SPSS. The methodology enabled a comprehensive understanding of how HR technology influences efficiency, service delivery, and employee engagement. The survey at Kigoma Municipal Council highlights mixed views on HR technology. While its potential is recognized, many doubt its impact on efficiency and service delivery. However, positive feedback on streamlined administration and strong support for increased investment underscore the need for better training, leadership commitment, and strategic implementation.
