Abstract

Procurement contract management is vital for improving the performance of public organizations by enhancing quality, adaptability, speed, efficiency, and supplier relationships. However, there remains a limited understanding of the specific challenges affecting contract management within Tanzania's public sector. This study focuses on identifying key issues hindering effective procurement contract management at the TANESCO Umeme Park Building in Dar es Salaam. A quantitative research approach was used, employing surveys to gather data from 233 respondents selected through stratified random sampling. Guided by McNeil's Relational Contract Theory, the study reveals that major challenges include a lack of effective monitoring and evaluation tools, inefficient contract administration processes, bureaucratic obstacles, regulatory compliance issues, and unclear policies and procedures. These challenges negatively impact the organizational performance of the procurement project. The study recommends strengthening the legal framework governing contract management, regularly reviewing compliance processes, and updating contract laws to enhance the efficiency and accuracy of contract execution. Addressing these challenges is crucial for improving procurement contract management and overall organizational performance.
